Outlook Express doesn't have a spell checker built in.
Click the following address to download a free checker for OE.

If you mean the task bar next to the clock, You can't.
But you can create a Quick launch bar and drag your shortcuts to it.

Neither Windows XP, nor any other version of Windows, has ever come with a
Spell Checking facility. Outlook Express uses the spell checker that comes
with Microsoft Word, (or another Microsoft Office program) if you have it
installed.

If you don't have Word or Office installed, you probably don't have a spell
checker. However there are several downloadable freeware/shareware
alternative spell checkers that work with Outlook Express and Outlook. Since
I have no personal experience with any of these, I'll let someone else
recommend one.

On the other hand, if a Microsoft Office component *is* installed, try the
instructions at http://michaelstevenstech.com/spellcheck.htm

When you say "Outlook," do you mean "Outlook Express" here too? Be aware
that Outlook and Outlook Express are two very different programs.

Please clarify exactly what you mean by "the outlook bar on the right." The
location of various bars in both Outlook and Outlook Express is up to the
user and what you see on the right may not be on the right here.

Also what does "i cant add" mean? Please be specific. What happens when you
try? If you get an error message, please quote it verbatim.

Outlook Express has never had spell-checking capabilities of its
own. Instead, it relies upon the presence of other Microsoft
applications, such as the Office Suite, Word, or the Works _Suite_
(which includes Word, not the regular Works). There are also some
3rd-party shareware/freeware solutions available at any of the many
shareware sites on the Internet Spell Magic seems well thought-of,
though I haven't tried it myself:

What happens when you try? What specific error messages do you get?
What specific troubleshooting steps have you already taken, and what
were the results of each?

No one can help if you don't provide at least a modicum of
pertinent information.

Spellcheck and Outlook are a part of Microsoft Office.
Did you have a trial offer preinstalled on your computer?
If this is true these functions will turn off after x days unless
you forward Microsoft an obscene amount of money.
