Ms firewall says it is on but it is turned off

MS Firewall says it is on, but it is turned off Options Advertisers


When I go to the security center, it shows that my Firewall is on. When I
click to change it, it is already turned off. I can't update anything from
MS, it shows nothing on the screen, but the bottom says it is done. I have
no know viruses, I checked a thousand different ways. I got a reinstall disk
from ZoneAlarm, and I can't really see all the option on the screen, I don't
know where to click. Is there something wrong with my display, Java,
Macromedia, Flash, or anything like that. My credit union log-on says I
don't have my Java script turned on. I do have it turned on. I wonder what
is going on. I did uninstall Norton, and it still keeps popping up, but this
is bad. Any help, or things that I can check, will be appreciated

Make sure the windows Firewall/ICS and Security Center is enabled and
started in Administrative tools | Services.

If they are ... after clicking on Firewall to change ... immediately check
Event Viewer and see if there are any errors.

You are, I assume, XP Sp2.

Removing Norton antivirus 2003 or earlier by using the Rnav2003.exe
